SIM box: definition and how it works

A SIM box is a device holding many SIM cards that routes bulk calls or messages through consumer subscriptions to avoid wholesale charges, and carriers actively detect and block it.

How it works

A SIM box is hardware with slots for dozens or hundreds of SIM cards, driven by software that spreads traffic across them. Its economic purpose is arbitrage: consumer plans include calls and texts at a flat or very low rate, while wholesale termination and A2P routes are billed per unit. Pushing bulk traffic through consumer SIMs pockets the difference.

Carriers treat that as fraud. It deprives them of interconnect and A2P revenue, it bypasses the registration and consent controls that A2P routes carry, and it is a common vehicle for spam and phishing. Detection systems look for the signature of a SIM box: many SIMs that never move, that send at machine pace, that only send and never receive, that show the same text to hundreds of numbers, or that rotate through cards as each one is blocked. Matching SIMs are suspended and, in many countries, the operation is illegal under telecom law.

The pattern, not the hardware, is what gets detected. A single phone with one SIM that sends a modest number of messages, receives replies, and behaves like a subscriber does not fit the profile. A rack of phones blasting identical marketing does, whatever it is called.

Regulators care as much as carriers. SIM registration laws in the Philippines, Nigeria, Pakistan and elsewhere exist partly to make bulk SIM acquisition traceable.
